The National Revenue Authority (NRA) has concluded a two-day Technical Site Visit (TSV) conducted on 25th and 26th March 2026 at key cement manufacturing and importing facilities in the Western Area Rural District.

The exercise covered major industry players, including LEOCEM, ROCKCEM, RANCEM, MACCEM and SOLCO, all located at Kent Village.

The visits were led by Moo-Usa Salia Konneh, Assistant Commissioner for the Excise Unit within the Domestic Tax Department, alongside Maxwell Massaquoi, General Manager of SICPA Sierra Leone.

According to officials, the primary objective of the exercise was to gain firsthand insight into operational processes at the various facilities. This, they noted, will enable the NRA and SICPA to ensure that all cement products are properly affixed with the Excise Tax Stamp while also identifying practical solutions to streamline business transactions for the companies.

Speaking during the visit, Bilal Hijazi, CEO of ROCKCEM, underscored the need for consistent public communication regarding updates in the Finance Act 2026 to prevent misinformation and confusion among stakeholders.

Similarly, Ahmed Mackie, CEO of MACCEM, commended the NRA for its proactive engagement with stakeholders and taxpayers, noting that such collaboration has a positive impact on compliance and industry growth.

The NRA stated that the site visits form part of its broader commitment to promoting transparency, strengthening compliance, and fostering productive partnerships with industry players aimed at improving tax administration and overall business efficiency.
