Ministries within Sierra Leone’s Human Capital Development (HCD) Cluster have taken a decisive step toward improving transparency and accountability following a high-level quarterly review held at the Ministry of Technical and Higher Education (MTHE).
The session focused on refining the accuracy and consistency of government reporting through the Performance Tracking Table (PTT) framework, a tool designed to standardize data collection and verify national development claims.
Directors and technical leads from eight ministries participated in the review, auditing work plans, identifying gaps, and assessing sectoral progress. The meeting served both as a troubleshooting exercise and a platform to showcase achievements supported by verifiable evidence.
Officials from the Ministry of Health reported that they exceeded their 2025 policy targets and advanced five major cabinet bills, attributing their performance to a new digital reporting system that has streamlined data management. Similarly, the Ministry of Sports announced a 100% completion rate for its core governance outcomes, with all results now backed by documented evidence.
Christiana Samu, Director of Monitoring and Evaluation at MTHE, emphasized the importance of the review: “We are using identified gaps to standardize how we plan and report. This ensures that reported progress is backed by evidence, not just claims.”
The session concluded with a formal commitment from all eight ministries to eliminate reporting discrepancies and align fully with the PTT framework.
This collaborative effort signals a shift toward a more data-driven and accountable culture within Sierra Leone’s human capital sectors.
