The All People’s Congress (APC) has fixed a nomination fee of Le100,000 for members seeking to contest as the party’s presidential flagbearer ahead of the 2028 general elections.
The fee is contained in the APC’s Internal Elections Rules and Regulations, which have now been officially gazetted by the Political Parties Regulation Commission (PPRC). The regulations provide the legal and procedural framework governing all internal party elections, from the ward level to the National Delegates Conference, including the selection of the party’s presidential candidate.
According to the rules, only accredited delegates voting at the National Delegates Conference are eligible to elect the party’s flagbearer. Aspirants must be fully paid-up members of the party for at least five consecutive years prior to contesting. To secure victory, a candidate must obtain 50 percent plus one vote of the total valid votes cast. Where no aspirant meets this threshold, the regulations provide for a runoff election.
The rules further stipulate that any serving party officer who intends to contest for the presidential flagbearer position must resign from their current office at least six months before the convening of the National Delegates Conference.
In addition to the flagbearer nomination fee, the APC has approved other fees for key leadership positions. These include Le20,000 for the position of National Chairman and Le15,000 for Deputy National Chairman, with lower fees prescribed for other national, regional, district, constituency, and ward-level offices.
The Internal Elections Rules and Regulations form part of a broader reform of the party’s electoral framework, approved by the National Advisory Committee and published in compliance with the Political Parties Act, 2022, aimed at strengthening internal democracy and ensuring transparency in party processes.
