President Julius Maada Bio has appointed Dr. Emmanuel A.R. Gaima as the new Principal Executive Adviser to the President on the Public Service and Head of the Public Sector Reform Unit, with Cabinet rank.

The appointment, announced in a press release from the State House on Thursday, May 22, 2025, underscores the President’s commitment to revitalizing Sierra Leone’s public service.

The State House statement, signed by Press Secretary to the President Yusuf Keketoma Sandi Esq., highlighted that President Bio’s 2023 Presidential Election Manifesto pledged to prioritize the “Revamping of the Public Service Architecture” as one of his “Big Five Game Changers.”

Recognizing the critical importance of an effective and efficient public service, the President has sought to add “an additional layer of Technical Support to the Public Service Reform Agenda in Sierra Leone.”

In his new role, Dr. Gaima will report directly to President Bio, signaling the high-level focus on public sector reform. This appointment is expected to provide significant impetus to the government’s efforts to enhance the functionality and efficiency of the public service.
