Chief Minister Dr. David Moinina Sengeh has underscored the critical role of Cabinet papers in government decision-making, describing them as the primary instruments through which ministries implement policies, programmes, agreements, and other key national initiatives.
According to Dr. Sengeh, nearly 99.99 per cent of laws that eventually reach Parliament must first pass through the Cabinet process. He disclosed that in 2025 alone, ministries submitted a total of 113 Cabinet papers, of which 85 were approved.
He noted that the approved papers directly contributed to the development of new laws, the signing of agreements with the private sector, the awarding of road contracts, the securing of grants from development partners, and the implementation of several other national interventions.
Dr. Sengeh made these remarks as Cabinet convened its first meeting for 2026, which, as customary, was chaired by His Excellency the President.
He emphasized that 2026 has been declared a “year of action,” reaffirming the government’s commitment to collective responsibility and effective collaboration in delivering tangible results for the people of Sierra Leone.
