Dr. Sylvia Olayinka Blyden has discouraged the President of Sierra Leone, Dr Julius Maada Bio, not to continue with his attempt to implement changes like complete removal of Constituency-level elections for Parliament, in the 1991 Constitution.
“I have always publicly stated that the 1991 Constitution signed into Law on 1st October 1991 (my 20th birthday) by H.E. President Joseph Saidu Momoh is THE PEOPLE’S CONSTITUTION and so it is not easy to change it unless it is absolutely the wish of the people through their elected representatives in Parliament.
To change even a single word in that 1991 Constitution will require 98 (ninety eight) Members of the current Parliament voting (yes, actual voting) to change that word.
So Your Excellency Mr. President, contrary to what your legal advisers are telling you, let me humbly advise that you don’t have the numerical clout in this current Parliament to change even one word in our J.S. Momoh Constitution let alone implement sweeping changes like the complete removal of Constituency-level elections for Parliament.
Your Excellency, I want to humbly advise you to discard all the proposed constitutional changes. It can NEVER happen under this current Parliament. You don’t have the numbers Sir. Even if all the C4C, all the NGC, all the Paramount Chiefs and all Independent MPs join the SLPP MPs, they still don’t add up to 98 MPs Your Excellency.
What you desire is an impossible ambition but your Legal Advisers seem unable to let you know this. Like is said in military terms, it is “Mission Impossible”. Just forget about it Your Excellency.
