Chief Minister David Moinina Sengeh has addressed the current state of the National Unity Agreement and the performance of the country’s Ministries, Departments, and Agencies (MDAs), offering an in-depth overview of government operations and the measures being implemented to improve efficiency and accountability.
Sengeh stated that his primary mandate is to coordinate the proper implementation of government initiatives. He emphasized that the Cabinet, which was very active last year, is focused on thoroughly debating sectoral issues before they are signed into law. Sengeh also refuted claims that certain Acts had not been gazetted.
“Nothing goes to Parliament without being gazetted. It needs to be gazetted before it goes to Parliament. We have established new regulations to ensure that all processes are transparent,” Sengeh said.
He also noted that measures have been implemented to consolidate revenue earned across different sectors, as part of the government’s continued efforts to increase national income. Sengeh acknowledged that ministers’ performance varied, with some excelling and others needing improvement.
He revealed that a performance evaluation will soon be conducted to identify the top three performing ministries and those with the lowest ratings. This review will be based on criteria such as work plan implementation, fundraising, and strategic meetings held.
“Together, we will deliver. It requires everyone to do the right thing, which will help the government achieve its goals. Corruption is unacceptable and will not be tolerated,” the Chief Minister stated.
Sengeh cited the Ministry of Transport, the Ministry of Higher Education, and the Ministry of Local Government as examples of effective ministries, noting their proactive approach to performance contracts. These ministries have delegated performance standards to their personnel, fostering a culture of accountability and frequent evaluation.
The Chief Minister concluded by stating that reaching the country’s development goals will require the combined effort of all public authorities, and that performance and responsibility will be critical to the administration’s success.
The Chief Minister himself is seriously underperforming his function. He’s more focused on SLPP party politics aimed at becoming the Party’s flag bearer. Chief Minister seem to have weaponized his position to go after other officials who he sees as threats or obstacles to his RIM.
