World Vision International Sierra Leone (WVISL) is facing a wave of legal and regulatory challenges following allegations of unlawful contract terminations and financial misconduct related to its Global Fund Grant Cycle 7 (GC7) project.
The international NGO has been summoned for formal hearings before the Independent Procurement Review Panel (IPRP) and is currently under scrutiny by the Anti-Corruption Commission (ACC) and the Ministry of Health.
The controversy centers on claims made by Swendeh Construction and General Services, which alleges that World Vision unlawfully terminated several legally binding contracts. These agreements reportedly included the delivery of dry food to government hospitals in Lakka, Goderich, Makeni, and Kono, as well as catering services for the Lakka Government Hospital.
Furthermore, Swendeh Construction alleges that World Vision has refused to pay for laboratory upgrades and minor repairs completed at Community Health Centers in Gbeika and Segbwema, Kailahun District. According to the contractor, these works were verified as complete on October 5, 2025, but payments remain outstanding.
Parallel to the contractual disputes, the Anti-Corruption Commission has reportedly requested the Ministry of Health to investigate suspected irregularities within World Vision’s operations.
Senior leadership within the project, specifically Dr. Ginika Egisimba (Chief of Party) and Evarde Rugwizangoga (Supply Chain Manager), have been named in connection with the growing number of litigations.
