The Minister of Public Administration and Political Affairs, Mr. Amara Kallon, arrived in Kampala on Monday, November 26, 2024, leading a high-level Sierra Leonean delegation to the 43rd Association of African Public Administration and Management (AAPAM) Round Table Conference and Annual General Meeting.
The event, themed “Agile and Resilient Public Administration Framework for Sustainable Development in Africa,” is being held at Speke Hotel Munyonyo from November 26 to 29.
The conference seeks to challenge traditional governance structures, urging public and civil servants across Africa to adopt adaptable frameworks that respond effectively to current crises and anticipate future uncertainties.
Participants aim to explore innovative approaches to strengthen public administration and ensure sustainable development for Africa’s growing population in the 21st century.
Minister Kallon is set to play a prominent role, leading multiple sessions and engaging in bilateral discussions aimed at advancing reforms in Sierra Leone’s public administration sector.
The delegation accompanying him underscores Sierra Leone’s commitment to enhancing governance and modernizing the public sector.

Mr. John Sumailah – Secretary to the Cabinet and Head of the Civil Service
Mr. Kalilu O. Bah – Chairman of the Public Service Commission
Mr. Ansu Tucker – Director General of the Human Resource Management Office (HRMO)
Mr. Barba Fortune – Secretary to the Vice President
Mr. Sulaiman Phoray-Musa – Director of the Public Sector Reform Unit
Other senior officials from Sierra Leone’s public sector.
Upon arrival, the Sierra Leonean delegation was warmly received in Kampala by Mr. Abdul Karim Kargbo, Minister Plenipotentiary and Charge d’Affaires of the Sierra Leone High Commission in Kenya.
As Africa continues to grapple with complex development challenges, the 43rd AAPAM conference represents a vital platform for regional collaboration, with Sierra Leone’s delegation emphasizing the country’s commitment to fostering agile governance and robust administrative systems.
