The National Commission for Persons with Disabilities (NCPD) has appointed Mr. Mohamed Mubashir Massaquoi, Director General of the National Civil Registration Authority (NCRA), as Disability and Inclusion Ambassador.
The appointment follows the NCRA’s handover ceremony on October 21, 2025, during which 120 persons with disabilities (PWDs) from Pademba Road, Wilberforce Street, and the House of Jesus communities received their national ID cards.
The event, attended by UNICEF, the Ministry of Social Welfare, Gender and Children’s Affairs, and the NCPD, aligned with President Dr. Julius Maada Bio’s vision of inclusive national development under the New Direction Agenda.
In a letter dated October 21, 2025, NCPD Executive Secretary Saa Lamin Kortequee commended DG Massaquoi for his exemplary leadership in promoting inclusion through the NCRA’s phased registration initiative, which deployed mobile units and waived fees to remove accessibility barriers.
“Your work enhances the legal identities of our compatriots with disabilities,” the letter stated.
DG Massaquoi expressed gratitude for the recognition, saying:
“This appointment reinforces our shared commitment to equity. National IDs are essential for PWDs to access banking, healthcare, and other services, ensuring no one is excluded from Sierra Leone’s progress.”
Copies of the letter were shared with the NCPD Chairman and other key stakeholders. The recognition highlights DG Massaquoi’s leadership in providing free National Identification Cards to PWDs particularly in the Western Area and his role in advancing universal ID coverage and empowerment for persons with disabilities.
