On May 2nd, 2024, the National Authorising Office (NAO) joined forces with the European Union (EU) to convene the Programme Steering Committee (PSC) meeting in Sierra Leone. This gathering, held under the 11th European Development Fund (EDF), aimed to bolster support for civil society and local authorities in their endeavors for local development.

At the helm of the PSC were Reverend Dr. Titus Williams, Deputy Minister of Planning and Economic Development, representing the Ministry, and Gerald Hatler, Head of Cooperation at the EU Delegation in Sierra Leone. Notable attendees included Ambassador Tamba Lamina, Minister of Local Government and Community Affairs, and Samuel Bayon, Chairman of the Local Government Service Commission.

The PSC provided a platform for stakeholders to take stock of progress, challenges, and opportunities in program implementation. Representatives from targeted councils, including Kambia, Kenema, Bombali, Pujehun, Karene, and Falaba, showcased project outcomes across three key result areas: capacity building, infrastructure investments, and service delivery.

Impressive strides were evident as councils presented achievements such as the construction of public markets, student hostels, funeral homes, multipurpose halls, guest houses, cattle paddocks, and the facilitation of sea transportation with locally outfitted boats. These initiatives not only enhance local infrastructure but also contribute significantly to revenue streams.

Moreover, sustained administrative capacity building, coupled with the provision of equipment and facilities, has fortified council operations. Trainings in financial management, project management, and monitoring, alongside the provision of vehicles, motorbikes, computers, internet facilities, and solar power, have empowered councils to execute their duties efficiently.

The service delivery component has witnessed the construction of bridges, culverts, the rehabilitation of feeder roads, and the provision of water supply to communities. Over four years, these initiatives have left a tangible impact on communities, underscoring the efficacy of collaborative efforts between the Government of Sierra Leone and the European Union.

During deliberations, the PSC emphasized the importance of robust revenue generation mechanisms, sustainability plans, and the fostering of public-private partnerships to ensure the longevity and efficacy of these investments.

At the NAO, operating under the Ministry of Planning and Economic Development’s oversight, efforts persist in facilitating GOSL-EU development cooperation for the betterment of Sierra Leone. As the partnership continues to thrive, the collective vision for sustainable local development remains steadfast.
