The Government of Sierra Leone through the Ministry of Public Administration and Political Affairs during the 10th Cabinet Meeting held on Wednesday, December 18, 2024, officially approved the revised Civil Service Code and Rules 2024, replacing the Civil Service Code, Rules, and Regulations of 2011.

This revision marks a significant milestone in the ongoing reform of Sierra Leone’s public service, as it aligns with the vision articulated by President Julius Maada Bio, in his parliamentary proclamation to revamp the Public Service Architecture of Sierra Leone.

This reform according to the Ministry is a key component of the Medium-Term National Development Plan 2024-2030, serving as the fifth pillar of the Big Five Game Changers.

It was stated that the primary aim is to enhance service delivery, promote efficiency, uphold professionalism, and attract top-tier talent to serve the people of Sierra Leone.

The Ministry urges all civil servants to familiarize themselves with the revised document and adhere to its provisions, ensuring accountability, transparency, and improved service delivery across all public sectors.

With Cabinet approval, the Civil Service Code and Rules 2024 takes immediate effect, replacing the 2011 version. The Ministry, together with its constituent public service regulatory institutions including the Human Resource Management Office (HRMO), Public Service Commission (PSC), Cabinet Secretariat and Office of the Head of Civil Service, and the Public Sector Reform Unit (PSRU) reaffirms its commitment to supporting civil servants in implementing this revised framework effectively.

According to the Ministry, in line with the Cabinet’s conclusion, an implementation strategy and guidelines will be developed to ensure widespread sensitization and deep understanding of the revised Code and Rules, which will facilitate its effective application across all sectors.

The Ministry extends its heartfelt appreciation to President Bio, the Cabinet, the HRMO, PSC, Cabinet Secretariat, PSRU, WCC, Ministry of Finance and all civil servants for their invaluable contributions during the consultation, validation, and approval process of this monumental reform, including the European Union for their financial support through the MAPE project, which made the review possible.
