The Minister of Internal Affairs and the President of the Confederation of Ex-Pupils Associations of Secondary Schools (CEPASS), Emerica King, signed a Memorandum of Understanding (MOU) on Thursday, 26th March 2026.

The signing is a significant step towards advancing and strengthening efforts between the two institutions in the fight against lawlessness and indiscipline in schools.

Furthermore, the MOU will address the appalling state of lawlessness and indiscipline in schools and by extension the Country as a whole, particularly in the capital city, Freetown, marking a renewed commitment for collaboration between the parties and to further their shared goals and objectives with regard to the fight against lawlessness and indiscipline.

During the signing, the Minister of Internal Affairs, Lengor Esq, discussed implementing measures to increase enforcement against lawlessness and indiscipline across the country.

He emphasised that the Ministry welcomes the opportunity with gratitude and looks forward to implementing the MOU through meaningful initiatives and commitment, adding that he is eager to see the partnership bloom for growth through shared effort, actions, and goals.

Minister Lengor Esq expressed thanks to the leadership of CEPASS for embracing the partnership, underscoring the importance of the collaboration as a significant step towards deepening public understanding of the negative effects of lawlessness and indiscipline, particularly among youth and school-going children.

Additionally, the President of CEPASS Emerica King, while appreciating the Minister for his demonstration of resilience and dedicated leadership, described the signing of the MOU as a significant and remarkable milestone in the history of the two institutions.

She further praised the Minister for his steadfast commitment to safety and security across the country, while emphasising the historical importance of the partnership. She also noted that uniting efforts towards the fight will help them achieve their goals.

The ceremony climaxed the official signing of the MOU, with the Deputy Inspector General of Police Sahr Senesie, who signed on behalf of the SLP, followed by the Ministry’s leadership and CEPASS.

Finally, the signing of the MOU between the Minister and the President of CEPASS showcases both institutions’ willingness to enter into a partnership to primarily address their shared commitment to advancing efforts in the fight against lawlessness and indiscipline in schools.
