Sierra Leone’s Vice President, Dr. Juldeh Jalloh recently received the Final Report from the EU Election Observation Mission regarding the country’s 2023 General Elections.
In response, Vice President Jalloh shared his initial thoughts on the report, expressing concern about its content and focus.
Vice President Jalloh’s perspective is that the report appears to lean more toward a political interpretation of the elections rather than a technical analysis. He believes that the report should primarily serve as a technical tool to help identify institutional, legal, and operational shortcomings in the electoral process, with the aim of improving future elections. However, he expressed his view that the report contains numerous normative assertions and lacks in-depth electoral analysis, which could potentially compromise its quality.
One of Vice President Jalloh’s points of contention is the presence of inconsistencies and a shortage of clear evidence in the report.
He questioned the interpretation of statements such as “divisive online communication… created insecurity for rural voters” and noted that four out of the seven priority recommendations in the report are political in nature. His concern is that this shift towards political considerations may diminish the technical value of the report.
Drawing on his experience and knowledge gained from organizing elections in both Africa and Europe, Vice President Jalloh emphasized the importance of producing high-quality reports rooted in a sound technical and analytical understanding of elections, particularly in the context of EU Election Observation Missions.
While expressing gratitude to the EU Election Observation Mission for their efforts, Vice President Jalloh also expressed his commitment to further engagement with the European Union. He aims to collaborate in strengthening Sierra Leone’s electoral system, potentially leading to improvements in the quality and focus of future election observation reports.

The report focuses on elections outcomes and nothing else. The recommendations are sacrosanct to be followed and implemented if there is a dare need to do so. We cannot progress without constructive criticisms.

NO HARD FEELINGS
Predictable response from the VP, a pattern of this Government, to dismiss outright any report that does not sit well with them. Perhaps the VP would like to make clear to us, in the context of electoral conduct, the distinction between “technical and political understandings?” My takeaway from the report (and accompanying recommendations) is building “trust” in our institutions and processes through transparency and accountability.
