Sierra Leone’s Minister of Internal Affairs, Morie Lengor Esq., delivered a compelling speech at the XIII International Meeting of High-Ranking Representatives in Charge of Security Matters, which took place in Moscow from May 27 to 29, 2025.

The annual summit convenes global security leaders to explore collaborative strategies for peace and security in an increasingly unpredictable world.

In his address, Minister Lengor extended greetings and appreciation from His Excellency President Julius Maada Bio and the people of Sierra Leone to President Vladimir Putin, the Russian Government, and the citizens of the Russian Federation for their hospitality and ongoing support.

Emphasizing the summit’s theme, he stated, “In the context of today’s complex global security landscape, gatherings like this are critical. In our African tradition, we say ‘we hang heads’, which means we come together to think, share, and craft sustainable solutions for global peace.”

Minister Lengor praised the Russian Federation for hosting the summit, describing it as a “laudable initiative” that promotes collaboration and friendship among security stakeholders worldwide.

 

He stressed the necessity of collective engagement in achieving international peace and stability, stating that “No one country can make the world a safer place alone. Even the smallest nations play a vital role in ensuring global peace.” He called for continued unity, particularly among countries of the Global South and East.

The summit is expected to conclude with high-level discussions focusing on transnational threats, cybersecurity, terrorism, and frameworks for regional cooperation.

On the sidelines of the conference, Minister Lengor engaged in productive meetings with his counterparts from Guinea, Gambia, and Somalia. Discussions with Guinea centered on the Yenga border dispute and trans-border crime. In talks with Gambian officials, the focus was on addressing issues related to Sierra Leoneans involved in criminal activities, particularly concerning a group known as Kush.

The meeting with Somali representatives revolved around the pressing issue of human trafficking. Minister Lengor also met with a global cybersecurity organization to discuss collaborative efforts in enhancing cybersecurity measures.

The Honourable Minister further addressed the challenges posed by climate change, clarifying its impact on global security.

Minister Lengor was accompanied by His Excellency Ambassador Mohamed Yongawo, Head of Chancery at the Embassy of Sierra Leone in Moscow, Mr. Ibrahim Saspo Sankoh, and Assistant Secretary of the Ministry of Internal Affairs, Mr. John Bosco Momoh.
