The Ministry of Defence and the Republic of Sierra Leone Armed Forces (MOD/RSLAF) have confirmed plans to develop a modern military accommodation complex in Masiaka, aiming to replace the aging Juba Barracks in central Freetown.
According to an official notice, the move is part of a broader effort to improve living conditions for personnel and their families, as only about 30% of troops are currently housed in barracks, with the remainder relying on temporary or civilian accommodations.
Juba Barracks, originally built outside the city, now sits in a congested urban area and comprises around 20 outdated buildings that fail to meet modern military standards. Urban growth has limited the site’s expansion and operational capacity.
To support the Masiaka project, the MOD/RSLAF is exploring several options for Juba Barracks, including sale, lease, public-private partnerships, or partial redevelopment. A final decision has not yet been made, as each option undergoes detailed legal, financial, and strategic review.
The ministry stressed that all actions will comply with legal frameworks, involve stakeholder consultation, and ensure benefits for military personnel. The new Masiaka site is planned to provide larger purpose-built housing, expanded training and support facilities, and modern infrastructure to support the Armed Forces’ long-term growth.
A public announcement on the final decision regarding Juba Barracks will be made once evaluations are complete.
