The Parliament of Sierra Leone on Tuesday, June 24, 2025, debated and passed with amendments a bill to ratify a significant investment framework agreement for the development of Sherbro Island.
The legislation, titled “The Investment Framework Agreement (Ratification) Act 2025,” solidifies a partnership between the Government of Sierra Leone and Sherbro Alliance Partnership Limited for a major investment and development project on the island.
Presenting the bill, Attorney-General and Minister of Justice Alpha Sesay, Esq., explained that the agreement outlines a comprehensive plan for investment and development on Sherbro Island. He noted that the bill is structured into eight distinct parts, each addressing a key component of the agreement for the benefit of Members of Parliament (MPs).
The bill was met with broad support during the parliamentary debate. Hon. Sulaiman Marry Conteh of the Western Area praised the bill as “straightforward” and highlighted its potential to significantly boost the country’s socioeconomic development.
Several MPs from districts directly and indirectly affected by the project voiced their opinions. Hon. Moses Edwin of Bonthe District confirmed that his constituents were well-informed about the agreement, emphasizing the importance of the Bonthe Trust Fund as a key part of the investment framework. “This project is laudable for the development of Bonthe Island,” he stated, calling the investment timely for a region with a history of slow development.
Echoing support from the ruling party, Hon. Musa Fofanah called the bill “a blessing for the people of Bonthe and the nation as a whole,” commending the government’s leadership in securing the investment. Hon. Bash Kamara of Bo District welcomed the investment, highlighting Sherbro Island’s status as one of the country’s most underdeveloped communities and noting its untapped tourism potential.
However, some MPs raised concerns regarding community awareness. Hon. Joseph Williams-Lamin of Bo District, while acknowledging the clarity of the bill’s contents, questioned whether local communities had been sufficiently informed about the project. Similarly, Hon. Quintin Salia-Konneh from Kailahun District welcomed the initiative but also asked if residents were fully aware of the development plans, while pledging his support for the bill.
The legislation received widespread acclaim from other members. Hon. Emelia L. Tongi of Kailahun District lauded the bill as “one of the most promising pieces of legislation” to come before Parliament, citing its potential to make Sierra Leone more attractive to international investors. Hon. Rebecca Y. Kamara from Kono District called the investment an “eye-opener for future opportunities,” drawing comparisons to Cyprus and emphasizing Sierra Leone’s potential for island-based development.
Closing the debate, Acting Leader of Government Business Hon. Bashiru Silikie reaffirmed the bill’s importance and assured Parliament that all necessary measures would be taken to ensure its successful implementation.
