The Directorate of Science, Technology, and Innovation (DSTI) has engaged with the Sierra Leone Police (SLP) to implement a comprehensive digital transformation of their human resource processes, to modernise the Sierra Leone policing infrastructure.
The initiative was discussed during a meeting at the SLP headquarters with the Inspector General, William Fayia Sellu.
This strategic partnership marks a major departure from traditional manual operations towards a fully integrated digital personnel management system. The project seeks to overhaul outdated paper-based procedures, enabling more efficient and transparent human resource management across the force.
Key features of the new Personnel Management System include:
– Automation of HR workflows to expedite promotions, transfers, and payroll processing
– Enhanced data accuracy for over 10,000 officers nationwide
– Increased transparency and reduced administrative errors
The Director of Human Resources at Sierra Leone Police emphasised the importance of technological integration, stating, “Digital tools are no longer a luxury; they are a necessity for effective policing.”
Complementing the HR system rollout, DSTI plans to deliver digital literacy training programmes for police officers across the country. These courses, hosted at regional Digital Learning Hubs, aim to equip officers with essential digital skills, thereby boosting operational efficiency.
This initiative builds on DSTI’s previous success with youth disability inclusion programmes, demonstrating how technology can bridge gaps in critical sectors.

With development phases now underway and specifications finalised, this project sets a benchmark for digital transformation within Sierra Leone’s public service. By fostering innovation and reform, DSTI and SLP are charting a course towards a smarter, more responsive law enforcement agency.
