Sierra Leone’s Chief Minister, Dr. David Moinina Sengeh, made an unannounced visit to the National Disaster Management Agency (NDMA) headquarters, where he engaged with the agency’s leadership to discuss its achievements and operational challenges.

Upon arrival, the Chief Minister was welcomed by NDMA’s Director General, Lt. Gen. (Rtd) Brima Sesay. The Director General provided an overview of the agency’s progress in managing disasters nationwide, particularly during the rainy season, and outlined some of the challenges faced.

The Director General emphasized the difficulties the agency encounters in mitigating flood risks, especially in urban areas. He attributed the flooding issues in the city to illegal construction in waterways and improper waste disposal. He noted that prior to the rainy season, the agency had implemented a flood mitigation strategy in vulnerable communities by clearing clogged drainage systems.

“The agency utilized an excavator to clear a significant waterway at Regent and Levuma Beach to ensure the smooth flow of stormwater during rains. We have also trained community leaders and volunteers in various aspects of risk management, helping them to build resilience. As a result of the NDMA’s interventions, the impact of flooding on affected populations has been significantly reduced,” he stated.

The Director General further explained the agency’s collaborative efforts, mentioning the establishment of fourteen pillars within the agency. Representatives from relevant MDAs meet monthly to plan and coordinate their activities. Additionally, the NDMA hosts inter-pillar coordination meetings with emergency institutions and NGOs bi-monthly, where disaster-related issues are discussed and addressed.

In response, Chief Minister Dr. David Sengeh expressed gratitude for the NDMA’s exemplary commitment to managing disaster-related issues in the country. He praised the agency for its successful interventions and timely responses to emergencies.

During the visit, the Chief Minister noted several challenges brought to his attention, resolving two issues on the spot through immediate phone calls, demonstrating an effective problem-solving leadership approach.

He also toured the offices, meeting with most staff members, while a few were out on official duties. The Chief Minister encouraged staff to share their challenges, and some spoke about issues ranging from inadequate vehicles to other essential needs. He assured them that he would look into their concerns.

“Mr. Chief Minister, we are truly honored by your commendation. I assure you that the NDMA will continue to fulfil its mandate to ensure disaster resilience across the country,” the Director General concluded.
