In a historic move, Sierra Leone’s Parliament has enacted the National Country Planning Act 2025 on Monday, August, replacing the longstanding Town and County Planning Act of 1946.

Advocated by the Minister of Lands, Housing, and Country Planning, the new law establishes a modern national framework for physical planning aimed at promoting sustainable development, climate resilience, and public welfare in both urban and rural areas.

The Act introduces national physical planning policies that prioritize disaster risk reduction, climate adaptation, and mitigation while enhancing public participation and enforcement mechanisms.

It is designed to guide the development of infrastructure, housing, and public amenities, with the goal of improving living standards. Furthermore, it includes provisions for ongoing monitoring and evaluation to ensure alignment with national development goals and international commitments, including sustainable development, climate action, and human rights preservation.

In remarks following the passage of the Act, Dr. Senesie praised Parliament and all stakeholders for their support, stating, “This landmark law will stand the test of time.” He emphasized that the Act would transform Sierra Leone’s cities by introducing green spaces, improving drainage systems, and ensuring that planning approaches meet the needs of the 21st century.

This enactment marks the minister’s third significant legislative achievement since his appointment in 2021, following the National Land Commission Act and the Customary Land Rights Act.
