A new survey by Afrobarometer has named the Sierra Leone Police as the most corrupt institution in the country.
According to the findings, 73 percent of citizens say most or all officers are involved in corruption.
The results were released in the latest Afrobarometer report, which is led in Sierra Leone by the Institute for Governance Reform (IGR). The survey asked people across the country about their views on governance, democracy, and public services.
Based on the data, the police were ranked highest among public institutions seen as corrupt. Other institutions that followed include business executives, members of Parliament, tax officials, and local government authorities.
The report shows that the number of people who believe the police are corrupt has increased over the years. In 2012, only 9 percent of Sierra Leoneans said the police were the most corrupt. That number has now grown to 73 percent in 2025. This is a rise of 64 percentage points over that period.
Andrew Lavali, Executive Director of IGR, spoke at the launch of the report. He explained that the team collects this kind of data every year to understand how people feel about governance and the direction the country is heading.
The survey also found that many people do not feel safe when reporting corruption. Only three in ten believe they can speak out without fear. Most citizens say reporting corrupt acts could lead to problems for them.
Business leaders also saw an increase in corruption perceptions. Between 2022 and 2025, there was a six-point rise in the number of people who believe business executives are corrupt. For members of Parliament, the number remained about the same. In 2012, 41 percent of people said members of Parliament were corrupt, and that figure has stayed fairly steady since then.
Many citizens are calling on the government to respond to the findings and deal with the issues raised in the survey.
