The United Nations Security Council has unanimously adopted Resolution 2807 (2025), a landmark measure led by Sierra Leone that formalizes the role of young people in global peace and security decision-making.
The resolution was passed during the 30th Anniversary of the World Programme of Action for Youth (WPAY30). Its adoption follows four months of negotiations and drafting led by Sierra Leone’s Ministry of Youth Affairs and its Permanent Mission to the United Nations.
The delegation argued that involving young people is a practical security necessity, not merely a symbolic act.
“This is what youth leadership truly looks like,” an anonymous delegate observed during the proceedings. “Not hashtags. Not side events. But young people present in the rooms where real decisions are made.”
Resolution 2807 creates specific pathways for youth to directly contribute to peacebuilding processes. It mandates strengthened support and funding for youth-led initiatives and guarantees that young voices will continue to brief the Security Council on relevant matters. The resolution also increases accountability for member states, requiring them to meaningfully integrate youth in post-conflict recovery and national development plans.
The effort was led by Sierra Leone’s Minister of Youth Affairs, Mr. Ibrahim Sannoh. Technical direction was provided by the Ministry’s Director of Programmes, Mr. James Bondeva Sandi, who ensured the proposal’s diplomatic and legal robustness.
The milestone aligns with the national youth empowerment agenda of Sierra Leonean President Julius Maada Bio. The country’s Permanent Representative to the UN, Ambassador Michael Imran Kanu, played a key role in navigating the resolution through the Security Council.
The resolution is seen as a substantive step toward institutionalizing the inclusion of youth perspectives in international policy, with potential long-term impacts on global peace and security architecture.
