The Ministry of Tourism and Cultural Affairs (MTCA), in collaboration with the World Bank-supported Sierra Leone Economic Diversification Project (SLEDP), has invited global investors to bid on “operations-only” lease contracts for fully de-risked, investment-ready tourism sites.
According to a press release issued on October 29, 2025, the Government of Sierra Leone, through MTCA and SLEDP, will host an exclusive investment webinar on Tuesday, November 4, 2025, at 1:00 PM GMT, to present three flagship eco-tourism sites now ready for operational management.
The event will showcase opportunities for private sector operators to manage fully developed sites that require no capital investment for core infrastructure or fit-out. The initiative marks a major milestone in Sierra Leone’s effort to attract private investment into its tourism sector by significantly reducing entry barriers for operators.
“Once known as the Athens of Africa, Sierra Leone is reclaiming its rightful place on the global stage this time using tourism, culture, and conservation as its springboard,” said Hon. Nabeela Tunis, Minister of Tourism and Cultural Affairs. “We have fully de-risked these projects by completing all strategic infrastructure investments.
We are now inviting the best private sector partners to join us in building a sustainable and profitable tourism future for Sierra Leone through operational excellence.”
Three World-Class Investment Opportunities
1. Bureh Beach Surf Club – A world-class surf and leisure hub on one of West Africa’s most celebrated beaches. The site includes completed core infrastructure such as a surf club, jetty, boardwalk, and market sheds. Operators will focus exclusively on managing daily operations.
2. Leicester Peak Viewing Point – An iconic attraction offering 270° panoramic views over Freetown and the Atlantic Ocean from 564 meters above sea level. With infrastructure complete including a 2.5 km paved access road, eco-friendly parking, and a 1,700 sqm viewing platform—this site offers a prime opportunity for operational management within the Western Area Peninsula National Park.
3. Tacugama Innovation Center – A premier eco-education and conservation facility located adjacent to the renowned Tacugama Chimpanzee Sanctuary. Designed to become West Africa’s leading conservation tourism destination, the site’s infrastructure is fully completed and ready for management.
The MTCA emphasized that this “operations-only” model presents a rare opportunity for investors to enter the West African tourism market with reduced financial risk while contributing to sustainable development.
With international tourist arrivals increasing by 47.4% over the past five years, Sierra Leone’s tourism sector is positioned for significant growth within an expanding regional economy.
