The Human Rights Commission of Sierra Leone (HRCSL) held an engagement with a team from the United Nations Office of Rule of Law and Security Institutions (OROLSI).
The discussions were led by the Chairperson, Patricia Narsu Ndanema, with the Commissioner Simitie Lavaly, Executive Secretary Joseph Kamara, and some staff from the Directorate of Gender and Children’s Affairs.

Leading the OROLSI delegation, Senior Officer from the Office of the Assistant Secretary-General for Rule of Law Security Institutions, Mr. Amin Mohsen, stated that human rights are fundamental to the rule of law; thus, they could not undertake a visit of such nature to Sierra Leone without engaging the Commission.
He informed the meeting that the OROLSI mission aims to assess the potential deployment of an International Development Adviser to support national efforts in strengthening rule of law institutions, enhancing accountability, and promoting human rights and security sector reform.
He said since the establishment of the Institutional Development Advisory Capacity in 2022, they have deployed International Development Advisers (IDAs) in countries including Niger, Mali, and Burkina Faso, among others.

He explained that the IDA initiative provides senior strategic-level advice, transmits knowledge and capacity, and reports to the UN Resident Coordinator’s system. Mr. Mohsen, however, stated that OROLSI works very closely with national authorities on justice sector-related issues.
Both teams discussed extensively the different mandates in a bid to identify possible paths of collaboration.
