The Western Area Rural District Council (WARDC), under the leadership of Chairman Kasho H. Holland Cole, has expressed concern over a court injunction preventing the Council from managing the popular No. 2 River Beach.

The injunction, issued by Justice Augustine K. Musa, bars WARDC from exercising its administrative authority over the beach, a site Chairman Holland-Cole says has suffered years of mismanagement and lack of accountability under the former managing group, SANCOFAR.

Citing the Local Government Act 2022, WARDC took over the administration of the beach, emphasizing its mandate to oversee local resources and generate revenue for community development. Since assuming control, the Council reports notable improvements, including:

  • An investment of over SLe 400,000 to repair the main access road;
  • Opening a joint bank account with the community to ensure transparent revenue management;
  • Enhanced sanitation services; and
  • Support for social amenities.

Despite these developments, SANCOFAR challenged WARDC’s authority in court, leading to the current injunction.

Chairman Holland-Cole warned that upholding the court order could undermine decentralization efforts and weaken all 22 local councils across Sierra Leone, particularly amid national financial challenges.

He expressed gratitude to security and government partners for their support and appealed to the President, Parliament, and the judiciary to intervene.

Holland-Cole reiterated WARDC’s commitment to transparency, accountability, and safeguarding public assets for the welfare of the community.
