Sierra Leone’s Minister of Technical and Higher Education, Dr. Haja Ramatulai Wurie, has emphasized the vital role of knowledge systems in driving national development, calling on global stakeholders to prioritize research, data, and technology for sustainable growth.
Speaking at the 10th Knowledge Summit in Dubai, Minister Wurie highlighted how robust knowledge ecosystems can transform countries from vulnerable, aid-dependent states into confident contributors to global development. The 2025 Summit, themed “Knowledge Markets: Developing Sustainable Communities”, brought together policymakers, researchers and innovators to explore how knowledge can function as a strategic resource for economic and social advancement.
Wurie stressed that developing nations must confront persistent barriers, particularly chronic underinvestment in research and data-driven work. She called for renewed commitment to funding innovation, industrialisation, and sustainable development pathways, noting that equitable global partnerships can only be achieved when countries are empowered through knowledge.
Emphasizing practical solutions, the Minister outlined three priority actions for developing countries:
Strengthen research and innovation ecosystems through deliberate investment.
Leverage emerging technologies to collect and analyze reliable data.
Reinforce institutional systems to enhance efficiency, accountability and transparency in data generation and use.
Dr. Wurie also advocated for stronger collaboration between evidence-producing bodies and policymakers. She stressed that universities and research institutions must engage closely with government ministries and agencies to ensure that the evidence they produce directly informs national policies and addresses the pressing challenges facing various sectors.

In addressing equality, the Minister highlighted Sierra Leone’s ongoing efforts to widen access for women in fields traditionally dominated by men, including STEM and agriculture. She noted that the government is developing a granting aid policy to reduce financial barriers and support young women to enter and excel in these disciplines, positioning them for future leadership roles.
