The All People’s Congress (APC) held a meeting with the United Nations Needs Assessment Mission (NAM) on June 16, 2025, to discuss the implementation of recommendations from the Tripartite Committee’s Report aimed at ensuring free, fair, and transparent elections in Sierra Leone’s 2028 general elections.

The NAM included representatives from the United Nations Development Programme (UNDP), the United Nations Office for West Africa and the Sahel (UNOWAS), and other development partners.

The discussions focused on the Agreement for National Unity, signed on October 18, 2023, which seeks to promote national cohesion and address electoral and governance issues.

The APC emphasized the importance of the Tripartite Report, which is expected to provide recommendations for electoral reforms to prevent irregularities seen in previous elections, including the allegations of voter fraud during the 2023 elections.

The focus of the discussions was on how to implement the recommendations from the Tripartite Report effectively. The APC expressed belief that those reforms are essential to restoring public confidence in the electoral process.

The meeting follows a Joint Monitoring Mission from October 15 to 18, 2024, led by UNOWAS’s Leonardo Santos Simão and former Gambian Vice President Fatoumata Jallow-Tambajang, which engaged multiple stakeholders, including the APC, government officials, judiciary, security agencies, and civil society.

The Tripartite Report is anticipated to address crucial issues such as voter registration, electoral fraud, and institutional transparency, which are vital for credible elections in 2028. The APC has consistently raised concerns about past electoral irregularities.

The involvement of UNDP and UNOWAS underscores the international community’s commitment to supporting Sierra Leone’s democratic processes. The NAM aims to build a consensus on reforms, ensuring that the perspectives of the APC, government, and civil society are considered in the implementation process.
