Former Vice President Chief Samuel Sam-Sumana has officially received his All People’s Congress (APC) party membership card, backdated to September 2020.
The handover formally reinstates his status and qualifies him to contest the party’s upcoming flagbearer election.
The card was issued on Tuesday following a directive from the Political Parties Regulation Commission (PPRC). The commission’s ruling, delivered in late December 2025, affirmed that Sam-Sumana’s readmission to the APC during a National Advisory Committee meeting on September 8, 2020, was legitimate and continuous.
This clarification resolves a longstanding dispute over his eligibility. The PPRC ordered the APC to correct his membership record to reflect the 2020 date, rather than 2023, confirming he has met the party’s constitutional requirement of five consecutive years of membership to run for its top position.

The PPRC’s decision also criticized the APC’s interim leadership, stating that the party’s Interim Transitional Governance Committee had acted in “bad faith” by disqualifying Sam-Sumana from the 2023 flagbearer race without proper notification or justification.
Sam-Sumana, who served as Vice President from 2007 to 2015, was expelled from the APC in 2014—a decision upheld by the Supreme Court the following year.
His formal return to the party now sets the stage for a competitive race ahead of Sierra Leone’s next general elections.
