Chief Minister Dr. David Moinina Sengeh has emphasized the importance of unity and inclusivity in shaping Sierra Leone’s electoral system during a crucial national dialogue held under Recommendation 78 of the Tripartite Committee Report.

The forum, which gathered a diverse group of stakeholders, including Cabinet Ministers, political party leaders, civil society representatives, and international organizations, aimed to explore the preferred electoral system for the country.

Describing the event as a “formative reflection point in the democratic journey of our country,” Dr. Sengeh praised the wide-ranging participation as a testament to Sierra Leone’s evolving democratic culture.

As Chairman of the Tripartite Committee, he reaffirmed the government’s commitment to the National Unity Agreement and commended President Julius Maada Bio for his bold decision in 2023 to support an independent review of the Electoral Commission.

That decision was not about politics,” Dr. Sengeh stated. “It was about unity and responsibility for our generation and the next.”

UN Resident Coordinator, Ms. Seraphine Wakana urged participants to carefully consider the implications of various electoral options for Sierra Leone’s democratic future.

Attorney General, Mohamed Alpha Sesay highlighted the imminent constitutional review process, which is now achievable under President Bio’s leadership.

Dr. Idrissa Mamoud Tarawallie, Head of Programmes at International IDEA, noted that the dialogue was part of a long-term constitutional reform agenda aimed at fostering meaningful institutional change, rather than merely fulfilling donor requirements.

Sengeh stressed that the National Dialogue is a serious and transformative process, not just a symbolic exercise. He expressed gratitude to the European Union, International IDEA, and the United Nations for their support in advancing the Tripartite Recommendations.

He announced significant progress, including the establishment of a dedicated Tripartite Secretariat and the implementation of Recommendation 4d, which has enabled the payment of salaries to All People’s Congress (APC) councillors and parliamentarians.

Sengeh concluded by reiterating the government’s commitment to transparent governance and inclusive reform, stating, “In 2023, I declared, ‘Together, we will deliver.’ Today, I proudly say, ‘Together, we are delivering.’”
