The Ministry of Communication, Technology, and Innovation (MoCTI) has trained over one hundred ICT professionals from various Ministries, Departments, and Agencies (MDAs) in Enterprise Architecture and Digital Service Standards.
The training, held under the Sierra Leone Digital Transformation Project (SLDTP) with support from the World Bank, is part of a broader national effort to enhance digital governance and improve service delivery through technology.

According to the Ministry, the initiative is designed to equip government officers with the skills needed to build a more connected and citizen-focused digital ecosystem. It also forms part of the Ministry’s five-year national project aimed at expanding broadband access, improving digital skills, and strengthening government capacity to deliver public services digitally.
Speaking during the session, James Cobba, Director of Policy Planning and Tech Compliance at MoCTI, explained the significance of Enterprise Architecture in modern governance.
“Think of Enterprise Architecture as the nervous system of a digital government,” he said. “It connects the ministries, ensures technology investments are coordinated, and guarantees citizens receive services that are fast, reliable, and transparent.”

The two-week training covered key areas such as Business, Information, Application, and Technology Architecture, as well as Enterprise Architecture (EA) tools and techniques that help align IT systems with institutional goals. Participants were also introduced to Project Management for Enterprise Architecture, Digital Service Standards, Governance Frameworks, Change Management, and Stakeholder Engagement.
Through interactive sessions and case studies, the officers gained practical knowledge to design and manage digital government systems that are secure, efficient, and user-friendly. They also learned how to align their ministries’ digital systems with the national digital architecture, applying interoperability principles to create cross-sector solutions such as integrating agricultural data with finance and trade platforms.
Minister of Communication, Technology, and Innovation, Madam Salima Bah, emphasized that the training represents an important step toward building a more efficient and responsive public service.
“Digital transformation is not about replacing people but empowering them to serve better using technology to make government work smarter and closer to citizens,” she noted.
The initiative stands as one of the key pillars of Sierra Leone’s digital reform agenda, driving the development of a modern, inclusive, and technology-enabled public sector.
