The Parliament of Sierra Leone has raised concern over the failure of several Ministries, Departments and Agencies (MDAs) to submit their completed Parliamentary Budget Scrutiny Questionnaires for the Fiscal Year 2026, despite a deadline of 24 November 2025.

The reminder was issued in a public notice dated 3rd December 2025 from the Office of the Clerk of Parliament.

According to the statement, which was addressed to all MDAs and other budget stakeholders, Parliament distributed the FY2026 Budget Appropriation Questionnaires earlier to guide engagements with Ministers, Agencies and Departments during hearings before the Parliamentary Budget and Appropriations Committee (Committee of Supply). The hearings have already been scheduled from 4 to 10 December 2025.

The Office of the Clerk emphasized that the delays recorded from several MDAs are unacceptable, noting that Parliament is “concerned that some MDAs have not yet submitted their completed questionnaire as required, despite the expiry deadline for submission.”

The statement also warned that any MDA that fails to comply with the established Parliamentary procedure risks having its FY2026 budget withheld, among other administrative measures.

The Clerk confirmed that schedules for sitting locations, Parliamentary sub-committee compositions and MDA groups are currently being distributed by the Parliamentary dispatch office.

For further clarification, Parliament advised MDAs to contact officers designated in the notice, including Mahmoud Barrie and Kabba Nimna. The notice was officially issued with instructions for the announcement to be broadcast twice daily for five days beginning 4 December 2025.
