The Anti-Corruption Commission (ACC) has secured significant convictions against two former senior officials of the Sierra Leone Civil Aviation Authority (SLCAA) for multiple corruption offences.
The High Court of Sierra Leone, sitting in Freetown and presided over by Honourable Justice Aiah Simeon Alieu JA, on Monday, 15th December 2025, convicted Julian Clarke, former Human Resource Manager, and Sallieu Kargbo, former Senior Finance Officer, on charges of corruption under the Anti-Corruption Act No. 12 of 2008 (as amended in 2019).
Julian Clarke was found guilty on nine counts, including Abuse of Office, Deceiving a Principal, and Conspiracy to Commit a Corruption Offence. He was sentenced to a cumulative fine of Le 450,000,000 or five years imprisonment for each count.
Sallieu Kargbo was convicted on two counts, including Conspiracy to Commit a Corruption Offence and Deceiving a Principal. He was sentenced to a cumulative fine of Le 100,000,000 or five years imprisonment on each count.
The convictions stem from an indictment by the ACC on 2nd February 2021, which alleged that Clarke and Kargbo authored and signed false documents used to facilitate Turkish visas for individuals falsely presented as SLCAA staff. These documents were reportedly forwarded to the Ministry of Foreign Affairs and International Cooperation and the Turkish Embassy.
In a statement, the ACC reaffirmed its commitment to combatting corruption and fraudulent activities in public offices, emphasizing that the convictions demonstrate the Commission’s dedication to upholding accountability and integrity in Sierra Leone’s public sector.
