The Fiscal Decentralisation Division of the Ministry of Finance has convened a one-day preparatory workshop to strengthen the implementation of the revenue mobilisation strategy for the Pujehun District Council.

The workshop forms part of ongoing efforts under the Accountable Governance for Basic Service Delivery Project, a government initiative aimed at improving resource management, transparency, and accountability in public systems. The broader goal is to enhance service delivery at the local level by empowering district councils to generate and manage their own revenue effectively.

A key focus of the session is the review and signing of Memoranda of Understanding (MOUs) between the Pujehun District Council and Chiefdom Councils. These agreements will guide the collection and sharing of locally generated revenues, ensuring clarity and cooperation between district and chiefdom authorities.

Participants—including chiefdom leaders, district officials, and other stakeholders—are also working together to agree on appropriate byelaws and enforcement mechanisms to support revenue collection. These measures are expected to strengthen compliance and improve the efficiency of local revenue systems.

The initiative is aligned with fiscal decentralisation reforms being implemented by the government to support local councils in boosting their own-source revenue over the medium term. Effective implementation of the strategy will be critical for the Pujehun District Council to meet eligibility criteria for accessing performance-based grants under the Local Government Development Grant. One of the key requirements includes achieving a minimum annual growth of five per cent in locally generated revenue.

As part of the preparatory activities, plans are also underway to conduct widespread community sensitisation. This will involve radio discussions, public address system announcements, jingles, and messaging in local languages to ensure that citizens understand the importance of revenue mobilisation and their role in supporting local development.

Officials say the combined efforts will not only improve revenue generation but also create the fiscal space needed to sustain development initiatives and enhance service delivery across Pujehun District.
