The Sierra Leone Land Administration Project (SLLAP), implemented by the Ministry of Lands, Housing and Country Planning (MLHCP) with support from the World Bank, is aimed at establishing an efficient and accessible land administration system in the country.
According to a public notice, the project is being guided by the World Bank’s Environmental and Social Framework (ESF) as well as Sierra Leone’s national environmental regulations, including those of the Environmental Protection Agency (EPA) and other relevant environmental and social standards. The notice explained that the ESF sets out requirements for borrowers to identify, assess, and manage environmental and social risks and impacts associated with World Bank-financed projects.
The SLLAP has prepared an Environmental and Social Management Plan (ESMP) alongside an Asbestos Management Plan (AMP) as part of the proposed construction of the National Land Commission Head Office. These documents have been disclosed to the public in compliance with World Bank safeguard requirements. The ESMP is intended to mitigate potential adverse environmental and social impacts of the project while enhancing its positive outcomes.
The notice further explained that, in line with World Bank Environmental, Health and Safety (EHS) guidelines, facilities containing asbestos materials are required to develop an Asbestos Management Plan. The AMP is designed to minimize and eliminate risks associated with exposure to airborne asbestos fibers during the project’s implementation phase.
It added that the AMP will also ensure the safe handling, removal, and environmentally responsible disposal of asbestos-containing materials.
Members of the public were informed that further details on the ESMP and AMP can be accessed at the SLLAP Project Office on the 3rd Floor of the Youyi Building, Ministry of Lands, Housing and Country Planning in Freetown.
