The Speaker of Parliament, Rt. Hon. Segepoh Solomon Thomas, has announced plans to introduce a formal performance assessment system for Members of Parliament (MPs), with evaluation reports to be submitted to their respective political parties as part of efforts to strengthen accountability and improve legislative performance.
Speaking during a parliamentary sitting, Speaker Thomas said the initiative would produce a comprehensive assessment of each MP’s performance throughout their tenure in Parliament. He explained that the reports would measure lawmakers against clearly defined standards aimed at promoting professionalism and effective representation.
According to the Speaker, the assessment will consider key indicators including attendance, punctuality, conduct, and each MP’s overall contribution to parliamentary proceedings. He noted that the records would be maintained as official parliamentary documents and made available upon request, allowing political parties, the public, and other interested stakeholders to review the performance of elected representatives.
Speaker Thomas said the initiative is intended to encourage greater commitment among MPs while providing political parties with credible information that could support future decisions on candidate selection and leadership responsibilities.
He further disclosed that MPs who demonstrate exceptional performance would be considered for special recognition, including recommendations to represent Sierra Leone at international parliamentary engagements and other official assignments.
The proposal received support from members of the House, with the Leader of the Opposition, Hon. Abdul Kargbo, suggesting that political parties should appoint independent assessors to participate in the evaluation process.
However, Speaker Thomas rejected the proposal, stating that he would personally oversee the assessment process to ensure consistency, fairness, and the application of a single standard to all Members of Parliament, regardless of political affiliation.
The proposed assessment framework forms part of the Speaker’s broader efforts to enhance transparency, accountability, and efficiency within Parliament while encouraging higher standards of legislative service.
