On the the 9th October 2024, a ceremony was held at the Tonkolili District Council Hall, which marked the official presentation of the newly revised Human Resources Guidelines to the Administration of Tonkolili District Council, in Magburaka town, Northern Sierra Leone.
This initiative in collaboration between the United Nations Development Programme
(UNDP) and the Ministry of Local Government and Community Affairs, aims to enhance institutional management and staff performance across Local Councils.
During the presentation, the Chief Administrator Edward Alpha had the opportunity to welcome the Chairman , the newly appointed Executive Secretary and team from LGSC to Tonkolili District Council.
He continued to express gratitude to the Commission for posting competent Core Staff to the District of Tonkolili.
Out of experience, with close to 15 years, this current team have shown oneness and performance index in departmental delivery, including support staff he met.
However, the role of HR guidelines would serve as a policy document for every Local Councils operation.
The newly appointed Executive Secretary Raymond Gbetuwa and the Commissioner for North – East Madam Nyilla Othman presented copies of the guidelines to the Chief Administrator and Human Resource Officer of Tonkolili District Council.
Dr. Samuel E. Baion, Chairman of the Local Government Services Commission, referred to the document as a “new bible” for Local Councils by emphasizing its importance in guiding employment, recruitment, and staff management.
Dr. Baion highlighted the guidelines as essential for addressing operational challenges within councils and called for all staff to treat the document as a personal guide.
The newly appointed Executive Secretary Raymond T. Gbetuwa encouraged cooperation among staff to achieve the Ministry’s objectives, stressing the need for all employees to familiarize themselves with the guidelines.
In her closing remarks, Madam Chairperson of Tonkolili District Council Yabom Thaslim Sesay acknowledged the history of the document urging her Council staff to consider the guidelines carefully, noting they are potential to improve daily operations within the Local Government.
She thanked the Commission for this formidable team sent to Tonkolili District Council.
She joined the high table by congratulating the appointment of the newly Executive Secretary.
