The Ministry of Communication, Technology, and Innovation (MoCTI), with support from UNICEF Sierra Leone, has launched the Learn2Earn Program, a pilot initiative aimed at preparing young people for income generation through digital freelancing.
Speaking at the launch, Stevenson K. Kamanda, Permanent Secretary of MoCTI, said the program reflects a shift toward job-creation models that equip young people to earn independently, while supporting the Ministry’s mandate to contribute to the creation of 65,000 jobs within the technology and innovation sector.
“The program responds to the growing gap between the number of youth entering the labour market and the limited availability of traditional jobs,” he said.
Kamanda noted that the initiative aligns with the Government’s Big Five Agenda, particularly the focus on Human Capital Development, and provides an alternative pathway into the global gig economy.
Jesse Kamara, Innovation Lead at MoCTI, added, “The program was designed to move participants from learning to earning through mentorship, real practice, and accountability, supported by experienced freelancers working on platforms such as Upwork and the Bounty platform.”
The pilot cohort includes 30 selected participants who will undergo a one-month program combining in-person orientation, virtual mentorship, and real freelance job applications.
