The Ministry of Health (MoH) has signed a landmark Memorandum of Understanding (MOU) that will enable over 100 medical practitioners in Sierra Leone to participate in a five-year hospital leadership training programme delivered by the University of Global Health Equity (UGHE) in Rwanda.

The programme is designed to strengthen hospital leadership, improve governance, and enhance health systems management, with a focus on surgical services and quality care. It forms part of Sierra Leone’s broader health sector reforms aimed at building a resilient and efficient healthcare system.

The MOU follows a high-level visit to Rwanda by a Ministry of Health delegation led by Deputy Chief Medical Officer for Clinical Services, Dr. Mustapha Kabba. The visit provided an opportunity for in-depth discussions on capacity building, leadership development, and institutional partnerships to support sustainable healthcare improvements.

Signing the agreement on behalf of Health Minister Dr. Austin Demby, Dr. Kabba said the partnership with UGHE marks a milestone in strengthening human resource capacity. Participants will gain hands-on leadership experience aligned with international best practices while addressing Sierra Leone’s healthcare needs.

“The programme will equip healthcare workers with the skills needed for effective hospital governance, service delivery, and resource management,” Dr. Kabba explained. “Improved leadership is critical for better patient outcomes and stronger accountability across the health system.”

The five-year initiative will target clinicians and health managers, creating a new cadre of hospital leaders capable of driving reform and innovation. Officials say the partnership underscores the MoH’s commitment to investing in people as the backbone of healthcare transformation.
