Upon his appointment by President Julius Maada Bio on September 8, 2023, and assuming office on October 2, 2023, Mohamed Sheshu Sheriff swiftly outlined his vision for the APRM National Secretariat.
His dynamic and innovative leadership has driven significant progress aligned with President Bio’s governance agenda—emphasizing transparency, democracy, and public engagement.
As President Bio once stated, “Our journey towards sustainable development is a collective effort, and together, we can achieve greatness for Sierra Leone.” Sheriff has embodied this spirit through his transformative leadership.
In the short term, he reconstituted the National Governing Council (NGC), coordinated the launch of a Targeted Review on Unconstitutional Change of Government (UCG), initiated a nationwide awareness campaign on UCG, and led the development of the APRM 2025 Annual Budget.
These foundational efforts underscore his commitment to good governance. As Kwame Nkrumah aptly put it, “Action without thought is empty. Thought without action is blind.” Sheriff’s strategic approach has been both deliberate and impactful.
Building on this momentum, the Secretariat enhanced its visibility through strategic billboards and media engagements, making the APRM a widely recognized institution. For the first time, it launched a multilingual, user-friendly website (https://aprm.gov.sl/), fostering greater accessibility. Sheriff also strengthened collaboration with key partners, including the APRM Continental Secretariat, GIZ, and the Center for Global Africa, reinforcing regional integration and shared growth. Echoing Jomo Kenyatta’s words, “Our task is to make ourselves architects of the future,” Sheriff has indeed shaped a progressive path for Sierra Leone’s governance framework.
Looking ahead, the Secretariat, under Sheriff’s leadership, developed the first-ever APRM Service Charter and a comprehensive Six-Year Strategic Plan (2025–2030), aligning its programs with national and continental development priorities.
Staff training was prioritized, and the budget for the Second-Generation Country Review secured endorsements from Parliament and the Ministry of Finance. These milestones reflect the Secretariat’s commitment to political stability and sustainable development.
As Amílcar Cabral once noted, “Always bear in mind that the people are not fighting for ideas, for the things in anyone’s head. They are fighting to win material benefits, to live better and in peace, to see their lives go forward, to guarantee the future of their children.”
Sheriff’s leadership has not only elevated Sierra Leone’s presence on the global stage but also strengthened governance structures, fostering a future of transparency and development—fully aligned with President Bio’s vision for a prosperous Sierra Leone.
