The All Petroleum Products (APPSL) owned by a Sierra Leonean and his partner from the United States of America, has rebuild the Kissy refinery and Jetty after being for over abandoned for over 42 years.
According to the Deputy Minister of Justice, Umaru Napoleon Koroma, three years ago, the Kissy refinery and the Kissy jetty for the discharge of fuel products, prime government assets, were all in ruins.
“They had been abandoned since the mid 1980s. Attempts to restore these facilities in the 1990s to 2000s were all futile,” he stated.
He added that, “In his first address to parliament, President Bio promised to liberalize the fuel industry and allow competition for the benefit of Sierra Leoneans. True to his words, in September 2019, a license and concession agreement were given to APPSL owned by a Sierra Leonean and his partner from the United States of America, to rebuild the tanks, the Jetty and bring in fuel products for sale.”
Kororma further noted that, today the first vessel of fuel products berthed at the new jetty and discharged products into the newly refurbished tanks.
“What I saw some three years ago, is different from what I saw today. All the 54 thousand metric tons of tanks, gantry and pumps are up and running and the first product is in there now ready for the market. There are over 200 Sierra Leonean staff directly employed, thousand more will be involved in the chain of distribution,” he stated.
