The Government of Sierra Leone, through the Ministry of Employment, Labour and Social Security and the Sierra Leone Immigration Department, in collaboration with Constrat Systems, has unveiled 10 vehicles and 20 motorbikes to support the nationwide rollout and enforcement of the Unified Resident and Work Permit System.
The initiative follows Parliament’s unanimous ratification on 8 May 2025 of a 15-year Build-Operate-Transfer (BOT) agreement led by the Minister of Employment, Labour and Social Security, Hon. Mohamed Rahman Swaray, enabling the creation of Sierra Leone’s first integrated digital Resident and Work Permit platform.
The system became operational on 1 January 2026 and is linked to the National Civil Registration Authority (NCRA).

Delivering his keynote address, Minister Mohamed Rahman Swaray described the initiative as a landmark reform aimed at modernising labour migration management and strengthening national institutions.
He noted that upon assuming office in 2023, he questioned the continued reliance on manual systems and committed the Ministry to full digital transformation.
This reform aligns with His Excellency President Julius Maada Bio’s Big Five Game Changers, particularly digitalization, innovation, and technology. “We are moving services closer to the people while strengthening transparency, efficiency, and accountability,” he stated.

He further emphasised the economic benefits of the reform, revealing that ministry-generated revenue increased significantly following modernization efforts, rising from Le8 billion to over Le23 billion within one year.
He described the deployment of vehicles and motorbikes as a “game changer” that will expand operations nationwide, with offices to be established in all regions of Sierra Leone.
Finally, the Ministry has called on employers and all non-citizens residing or working in Sierra Leone to comply fully with Resident and Work Permit regulations and utilise the official digital platform as part of efforts to promote lawful migration, national security, and efficient public service delivery.
