The Ministry of Communication, Technology and Innovation (MoCTI) has signed a Memorandum of Understanding (MoU) with Qhala, a Nairobi-based digital transformation company, to integrate Artificial Intelligence (AI) into Sierra Leone’s civil service.
The agreement was formalized on the sidelines of the 80th United Nations General Assembly (UNGA80) during the Sierra Leone Innovation Showcase hosted by the Ministry.
The partnership aims to build AI skills across government, enhance efficiency, strengthen decision-making, and improve public service delivery. Through targeted training programs such as the AI Masterclass for Policymakers and the Q Academy, Sierra Leonean officials will gain access to the tools and resources necessary to use AI responsibly and effectively.

Hon. Salima Monorma Bah, Minister of Communication, Technology and Innovation, described the collaboration as a milestone in Sierra Leone’s digital transformation journey.
“We want our civil service to not only understand AI but to use it meaningfully. This is about making the government more efficient, data-driven, and responsive to citizens. With Qhala’s support, we are equipping our leaders to govern confidently in a digital age,” Hon. Bah said.
Dr. Shikoh Gitau, CEO and Founder of Qhala, emphasized that AI can drive good governance if applied responsibly.
“AI is a tool for better governance. This partnership gives Sierra Leone’s policymakers the skills and confidence to design and use AI systems that are ethical, inclusive, and grounded in local realities,” she stated.
The MoU also prioritizes the development of inclusive and ethical AI policies, strengthening cross-sector partnerships, and positioning Sierra Leone as a regional leader in responsible AI adoption.
Implementation will begin later this year with the first AI & Blockchain Hackathon and AI Masterclass for policymakers, marking the start of a nationwide effort to ensure every public institution can leverage AI to deliver better services for citizens.
