The Minister of Public Administration and Political Affairs (MoPAPA), Amara Kallon, today presented an update to Parliament on the significant strides the Ministry has made in its efforts to restructure Sierra Leone’s public service architecture.
In his remarks, Minister Kallon emphasized that MoPAPA’s primary role is to oversee the reform of the public service system, with the aim of improving service delivery, promoting accountability, and fostering a workforce dedicated to integrity and transparency. He noted that the Ministry remains central to the government’s broader developmental goals, including streamlining and professionalizing the public service.
Minister Kallon highlighted MoPAPA’s vision for an efficient, inclusive, and accountable public service, committing to providing the political and strategic leadership necessary for these reforms. He also outlined the three phases of activities the Ministry has undertaken to date, including multi-stakeholder dialogues to engage the public in discussions on the type of public service needed, as well as symposiums held in partnership with universities across the country.
Further, the Minister recalled that an Executive Clearance was issued for the development of the Public Service Policy and Act, although it had not yet been finalized. He confirmed, however, that the policy is now ready and will be presented to Cabinet for approval, with the first Public Service Bill expected to be tabled in Parliament by 2025. This bill will lay the foundation for the creation of the first Public Service Act, aimed at regulating the public service sector in Sierra Leone.
Concluding his presentation, Minister Kallon announced that MoPAPA, in collaboration with its partners, has completed the development and validation of a comprehensive strategic master plan. The plan, which awaits approval from President Bio, outlines key pillars for reform, including structural realignments, human resource management, monitoring and evaluation, e-governance, and pay and incentives. Additionally, the Ministry is committed to reviewing the Civil Service Code of 2011 and updating regulations governing the behavior of civil servants.
Minister Kallon reiterated MoPAPA’s dedication to creating a more effective and accountable public service, positioning the country for continued development.
