The Honorable Minister of Public Administration and Political Affairs, Mr. Amara Kallon, on Friday, November 15, 2024, conducted an inspection of the Civil Service Training College as part of his Ministry’s agenda to transform the institution into a modern center for public service training.
During the inspection at the college grounds, Minister Kallon reaffirmed the Ministry’s commitment to this transformation while acknowledging the challenges highlighted by the college administration.
These include the lack of adequate accommodation and the need to develop a suitable curriculum, among others.
“The transformation of the Civil Service Training College (CSTC) is a wake-up call, as captured under Pillar 5 of the Big 5 Medium-Term National Development Plan (MTNDP) for 2024-2030,” Minister Kallon emphasized.
He further highlighted the importance of a national capacity-building plan with clear objectives, stating: “Capacity building is essential in the 21st-century public service. The Government of Sierra Leone remains steadfast in its commitment to transforming the Civil Service Training College.”
The Minister also noted that the transformation of the CSTC is at the heart of public service reform efforts. He emphasized the need for a curriculum tailored to meet the specific needs of public and civil servants, thereby ensuring effective service delivery.
“To ensure a seamless transformation of the Civil Service Training College into a Public Service Academy, we are focusing on two critical areas: the transitional strategy and the re-engineering strategy,” Minister Kallon explained.
He announced the establishment of two technical teams to oversee these strategies: one focused on the transitional framework and the other, under the CSTC Board, dedicated to the re-engineering process.
The inspection was attended by representatives from key public service institutions, including the Public Service Commission (PSC), Human Resource Management Office (HRMO), Public Sector Reform Unit (PSRU), and the Office of the Chief Minister.
The event concluded with a tour of the existing college facilities to assess the current infrastructure and identify areas for improvement.
