On Thursday, November 21, 2024, Sierra Leone’s Parliament commenced the debate on the 2025 National Budget, also known as the Appropriation Act 2025, under the theme “Improving the Well-Being and Quality of Life of Sierra Leoneans.”

The proposed Bill seeks to authorize expenditure from the Consolidated Fund for the fiscal year 2025 while addressing key financial and developmental priorities for the country.

In a firm address during the First Allotted Day of the debate, Speaker of Parliament, Rt. Hon. Segepoh Solomon Thomas, issued a stern directive to all Heads of Ministries, Departments, and Agencies (MDAs). He warned that effective Friday, November 22, 2024, all vote controllers from MDAs must be physically present in the Parliamentary Chamber to witness the ongoing debate.

Speaker Thomas emphasized that non-compliance would lead to serious consequences, including the potential withholding of budgets for MDAs failing to attend. “We will do a roll call on all MDAs present,” he declared, reiterating the importance of attendance for the remainder of the five-day debate.

The Speaker further mandated that representatives from MDAs must hold senior positions, such as Directors or Deputy Directors, to ensure meaningful participation in the deliberations. He affirmed that Parliament would enforce punitive measures against defaulters.

This move underscores the commitment of the legislative body to ensure accountability and collaboration in the implementation of the 2025 budget, which is designed to address pressing national issues and improve the standard of living for Sierra Leoneans.
