The government of Sierra Leone is reportedly set to enter into a 15-year agreement with Constrat Systems SL Ltd for the issuance of Resident & Work permits to foreign nationals in Sierra Leone.
Frintong Post reports that from a review of the contract agreement, there’s no evidence that due procurement processes were followed.
Additionally, unlike the existing contract for the issuance of national and ECOWAS ID cards awarded to the same company, this contract doesn’t specify any Public Key Infrastructure (PKI) to be built by the Concessionee. It doesn’t specify the minimum Resident and Work Permits that will be issued during the execution of the contract.
For instance, the 15-year agreement for the production and issuance of securitized multi-purpose ID Cards specifies the KPI to be built by Constrat SL Ltd. It also specifies that a minimum of 4.5 million national ID cards and 500,000 ECOWAS ID cards will be issued.
These and many other significant flaws have been identified in the new Resident and Work Permit contract.
