Introducing Mr. Introducing Mr. Matthew Dingie, the recently appointed Financial Secretary at the Ministry of Finance. In his role, he serves as the principal adviser to the Minister of Finance and the Government, offering expert guidance on economic and financial policies. Mr. Dingie boasts an exemplary career as a Civil Servant, having dedicated his talents to serving the Government and the people of Sierra Leone with utmost dedication and excellence.

Mr. Dingie embarked on his professional journey in the private sector, starting as an Accountant Trainee at PKF Chartered Accountants in August 2000. Later that same year, he joined KPMG Chartered Accountants, where he contributed his expertise as a member of audit teams assigned to conduct audits and provide financial advisory services to diverse private and public sector institutions.

In February 2002, Mr. Dingie transitioned into the Civil Service as a Budget Analyst in the Ministry of Finance. During this time, he worked as a consultant under the World Bank PSMS II project, which was subsequently funded by the Department for International Development (DFID/UK). He played an instrumental role in preparing the annual budgetary estimates for the Government of Sierra Leone, as well as the quarterly Fiscal/Budget Monitoring Tables and Reports.

Recognizing his exceptional capabilities, Mr. Dingie was appointed Director of Budget in the Ministry of Finance in September 2007, where he served diligently for over ten years. In April 2018, he was further promoted to the position of Principal Deputy Financial Secretary in recognition of his outstanding performance. Now, in July 2023, President Dr. Julius Maada Bio has appointed him to serve as the Financial Secretary.

Throughout his tenure as the Director of Budget at the Ministry of Finance, Mr. Dingie spearheaded the preparation, approval, and execution of 13 annual and three supplementary budgets for the Government of Sierra Leone. Moreover, in 2014, he successfully facilitated the transition from line-item budgeting to an Activity Based Budgeting System.

In his role as Principal Deputy Financial Secretary, Mr. Dingie made significant contributions to numerous economic and financial reforms within the Government of Sierra Leone, showcasing his expertise and leadership abilities.

Mr. Matthew Dingie holds a Master of Arts degree in Economics from the University of Toledo, Ohio, USA, and a First Class Bachelor of Social Sciences (Hons) degree in Accounting and Finance from Fourah Bay College, USL. He became a member of the Association of Certified Chartered Accountants (ACCA), UK, and the Institute of Chartered Accountants of Sierra Leone (ICASL) in June 2005. Furthermore, in June 2010, he was honored as a Fellow of the Association of Certified Chartered Accountants (FCCA), UK.
