A delegation from the United Kingdom’s Home Office International Operations, attached to the British High Commission, on 19 February 2026 paid a working visit to the National Civil Registration Authority (NCRA) to discuss deepening collaboration on identity verification systems in Sierra Leone.
The visiting team held discussions with the Director General of NCRA, Mohamed Mubashir Massaquoi, focusing on improving processes for verifying official civil records, including birth certificates, marriage registrations, and national identity cards.

Central to the engagement was the exploration of mechanisms that could allow secure and regulated access to civil registration data for legitimate applicants, particularly in matters relating to migration and official documentation. Both sides underscored the importance of maintaining strict data protection safeguards, stressing that any framework for cooperation must align with established privacy standards and international best practices.
Officials highlighted that strengthening identity management systems remains critical to supporting legal identity, enhancing migration governance, and promoting transparency in public administration. They further emphasized that citizens’ personal information must remain protected under any enhanced verification arrangement.

The meeting forms part of ongoing bilateral cooperation between Sierra Leone and the United Kingdom aimed at reinforcing efficient, credible, and secure civil registration practices across the country.
The engagement reflects a shared commitment to modernizing identity systems while ensuring that data security and public trust remain paramount.
