The main opposition All Peoples Congress (APC) has successfully concluded a series of high-level crisis talks with the Sierra Leonean government and international mediators, securing a firm commitment to restructure the country’s national electoral body by the end of the year.

The agreement, brokered by International Moral Guarantors during intensive negotiations from April 14 to April 19, 2026, directly addresses the opposition’s grievances regarding the continued non-implementation of the Tripartite Committee’s recommendations.

According to an official statement released by the APC on April 19, the core of the resolution is a mandated overhaul of the Electoral Commission for Sierra Leone (ECSL), including a comprehensive review of its leadership framework designed to “restore credibility and public trust.”

The negotiations were triggered by growing political unrest over what the APC described as attempts to proceed with key leadership decisions at the ECSL without necessary safeguards. During the talks, the APC warned that unilateral actions regarding the electoral body posed a “serious threat to democratic stability.”

In addition to the ECSL restructuring, the government has agreed to adopt an inclusive, all-stakeholder approach regarding the application of the 2026 Population and Housing Census data, particularly concerning its use in electoral planning and representation. The APC also emphasized the necessity of advancing complementary parliamentary and legislative reforms to give full legal effect to the broader reform agenda.

While the APC described the mediated agreement as a deliberate decision made in the interest of peace and democratic stability, party leadership issued a stern warning regarding the enforcement of the deal.

“There must be no misunderstanding that the APC will not accept indefinite delays, procedural excuses, or superficial compliance that fails to address the substance of the agreed reforms,” the party statement read.

Addressing a frustrated voter base, the APC acknowledged that many supporters were “prepared to take action” over recent political developments. However, citing the newly secured international monitoring framework and clear timelines, the party urged its members across the country and in the diaspora to remain “calm, disciplined, and united.”

The implementation of these electoral reforms is now bound by specific accountability mechanisms. Both the APC and the government will face a joint review process overseen by the International Moral Guarantors at the end of December 2026 to ensure full compliance.
