Sierra Leone has presented its bold “Mission 300” energy roadmap at the Africa Energy Forum, aiming to double electricity access by 2030 through renewable energy and private sector investment.
Dr. Kandeh K. Yumkella, Chairman of the Presidential Initiative on Climate Change, Renewable Energy, and Food Security (PI-CREF), delivered the country’s first Mission 300 pitch to over 6,000 global energy leaders and investors in attendance.

“Sierra Leone is open for business, committed to reforms, and ready for transformational partnerships,” Dr. Yumkella declared. The five-year plan seeks to mobilize nearly $3 billion, including $1 billion in private sector investment, to expand renewable energy, off-grid solutions, and industrial power supply.
The initiative is co-chaired by Finance Minister Sheku Fantamadi Bangura under the leadership of President Julius Maada Bio, who also serves as Minister of Energy. Dr. Yumkella commended PI-CREF’s Madam Ndeye Sesay and Chief Technical Adviser Pete Kaindaneh for their role in crafting the proposal.
Backed by global partners such as the World Bank, African Development Bank (AfDB), Global Energy Alliance for People and Planet (GEAPP), and the Rockefeller Foundation, Mission 300 focuses on expanding transmission, scaling up generation, and powering key industries like mineral processing and agriculture.

“This is not just about energy—it’s about jobs, industrial growth, and inclusive prosperity,” Dr. Yumkella emphasized. He highlighted strong private sector interest as a sign that Sierra Leone’s energy transformation is gaining momentum.
With a rallying call, he concluded: “This is Mission Possible. Let’s power the future together.”
